Working at Height Regulations

The certificate of an APWH

A certificate is required for hazardous work at height where there is a risk of falling and injury. The Government of the Republic of Lithuania has approved a list of hazardous work, new version 2018-11-01 - , which includes all work carried out at a height of more than 5 meters from the ground or ground surface, overlay, scaffolding or floor surface, and the use of fall protection equipment, i.e., harnesses (fall protection harnesses), and other high-rise equipment.

To work at height, a person must be at least 18 years old, trained and certified for working at height, have undergone a health check, and have been instructed in such work (according to the Occupational Health and Safety health manual).

In the case of hazardous work, in accordance with the Law on Safety and Health at Work of the Republic of Lithuania, new version 2019-07-01 - , an employer cannot require an employee to start work in an undertaking if he or she is not instructed to work safely in the work assigned to him or her. Where the worker's occupational skills or knowledge provided by instruction are not sufficient to enable him to work safely and without harm to his health, the person representing the employer or a person authorized by the employer shall organize training for the worker at the workplace, in the undertaking or in schools or training establishments which provide training in accordance with the General Regulations on the Testing of Training and Knowledge in Occupational Health and Safety. A certificate of completion is issued to staff who have successfully completed the training under the Working at Height Training Program.
